CAPACities Competitiveness Actions and Policies for Alpine Cities

 

Activities

The main objective of the project is to carry out operative strategies and tools to promote innovative actions aimed at strengthening the role of AS SLUCs in an integrated spatial system.

To reach this goal, CAPACities partners are engaged in several actions structured in the following work packages:

Work Package 1 –Project Preparation
Partner Responsible: Lead Partner (LR)
Duration: 28/01/2008 - 30/09/2008
The Project Preparation represented the first fundamental step of CAPACities project for the consolidation of the partnership and the coordination in the planning of project activities. 1.1 Towards project preparation:
This phase concluded on September 30th 2008, and the main results were the following:
- Preparatory meetings (I and II Milan Meetings) 1.2 Approval procedures:
- Partnership Agreement signature, Subsidy Contract signature (LP) and starting up internal procedures (LP and PPs)
-  Drawing up of CAPACities guidelines for internal project management and communication (v.1.0) (rules and conventions, internal  management and communication, quality of process)
- Elaboration of Preliminary focus on Little Urban Centres in the Alpine Space.

Work Package 2 – Project Management

Partner responsible: Lead Partner (LR)
Duration: 01/10/2008 - 31/03/2011
Objective of WP2 is mainly the monitoring and coordination of project activities through different tools:
- collection of project results and outputs for the submission of project reporting documents;
- organization and coordination of project meetings, participation in Programme meetings and relationship with MA, JTS and National Authorities
- elaboration and updating of operative tools suche as CAPACities Internal Guidelines;
- creation of the  Advisory Board
- elaboration and updating of the Communication Plan and supporting documents (stakeholder lists, ect.)

Work Package 3 – Information and Publicity
Partner Responsible: Lead Partner (LR)
Duration: 1/10/2008 - 31/03/20113.2 Web site
The aim of Information and Publicity activites is of implementing the communication strategy stated in the Project Communication Plan, in order to guarantee the effective dissemination of CAPACities results.
Main activities:
- creation of project brand and visual identity; (publications, multimedia products, …)
- creation and updating of the website
- elaboration of communication products
- organization and participation in public events

Work Package 4 – Alpine Towns Survey
Partner Responsible: PP2 (AMGI)
Duration: 01/110/2008 – 30/09/2009
Work package 4 is intended to provide a better common understanding in the transnational group on the main project issues and to fit-out the interdisciplinary scientific and operative framework, database and instruments for the subsequent elaboration of Operational Tools (WP5) and Pilot Actions (WP6).
Main activities:
-    Project's common understanding and definition on AS Little Urban Centres
-    Integrated survey on AS-LUC and framework of main laws, information systems, literature, regulations, plans, programmes and policies on CAPACities involved regions
-    SWOT analysis for CAPACities area
-    Survey on BEST PRACTICES of innovative policies and actions for AS-SLUC, experimented by PPs or from other cooperation projects or involved local areas


Work Package 5 – Operational Tools
Partner Responsible: Lead Partner (LR)
Duration: 01/01/2009 – 30/04/2010
Thanks to scientific and operative results achieved by WP4, partners, under LP coordination, will work on the concrete instruments to improve the role of AS SLUC pursuing specific objectives at local level (retrieved from WP4 SWOT Analysis) and promoting innovative actions to be implemented by PPs in pilot actions (WP6).
Main activities:
- Creation of databases and GIS on AS-SLUC with data and graphical representations comparable at transnational level, and their implementation for Pilot Actions areas
- Defining an innovative and transnational approach for representing AS_SLUC peculiarities
- Extrapolation of significant clusters selected on the basis of common peculiarities and relationship between different network and different urban hierarchy
- Identification and recording of the innovative tools. Common framework and tools for Pilot Actions
- Innovative monitoring of AS-SLUC competitiveness and attractiveness

Work Package 6 – Pilot Actions
Partner responsible: PP5 (CAUE 84)
Duration: 01/04/2009 – 30/11/2010
The sixth WP represents the concrete testing of innovative CAPACities tools in pilot actions implemented by partners in collaboration with local stakeholders. Pilot actions will demonstrate the effectiveness and usefulness of tools towards the achievement of local development goals.
Main activities:
- Promotion of innovative actions and tools in urban or territorial plans to drive, at local level, large scale opportunities and enhance local potentials;
- Innovative actions for gender policies (women, youth, aged people) by participation in territorial development processes
- Integrated strategic Local Actions and Plans to improve citizens quality of life and competitiveness of Alpine centres
- Integrated strategic Regional Actions and Plans to improve citizens quality of life and competitiveness of Alpine centres
- Projects to exploit Alpine resources related to cultural, environmental, landscape, tourism and local economy assets

Work Package 7 – AS-SLUCs Innovative Pack
Partner Responsible: PP8 (CAUE84)
Duration: 01/07/2010 – 31/03/2011
Objective of WP7 are on one side, the collection and publication of main transnational results of the project, on the other side the proposal of a set of operative tools to be applied in diverse territorial situations in mountain areas.
Therefore, several dissemination activities  will be implemented in order to spread WP7 results and guarantee their  capitalization, to assure the project sustainability.
Main activities:

- Exploitation of the most important results from Pilot Actions and identification of best practices and the most significant experiences
- Development of alpine vision useful at local scale
- Working out Guidelines for Local and Territorial Plans and action for their implementation in regional policies
- Formulation of CAPACities toolkit for Local Plans
- Actions to promote sustainability and long lasting effects of CAPACities
